Steppe conservation priority in Russia

Priorities proposed in the “Conservation Strategy for the Steppe of Russia: the position of non-governmental organizations” (in Russian) and supported of the V Symposium resolutions “Steppes of Northern Eurasia” (in Russian, Orenburg, May 17-21, 2009) and the Conference “Green movement and environmental challenges in Russia” (in Russian, Dubrovsky village, Moscow region, March 21-22, 2009):

  1. Official recognition and legal registration of the agricultural lands multifunctionality conception;
  2. Legal and institutional design of special value and importance of steppe large areas and other grassland ecosystems outside the forest and a system of federal protected areas (PAs);
  3. Introduction of the incentive schemes to maintain natural ecosystems in the tax laws;
  4. Russia’s participation in the international programs and agreements supporting the conservation of agricultural lands;
  5. Coordination of investment policies in agriculture with the support of biodiversity, agricultural lands and development of environmental responsibility of the companies using the steppe ecosystems;
  6. Integration of protective measures of steppe and other grassland ecosystems in the land management especially agricultural lands;
  7. Inventory of existing Russian steppe areas;
  8. Improving environmental priorities of the steppes and other grassland ecosystems in the PAs system, improving management of these ecosystems in PAs;
  9. Introduction of steppes preserving ideas into the educational process at various levels;
  10. Formation of the social climate and public opinion in favor of steppes and other grassland ecosystems preserving.
